Box 66 <br /> Orono, MN 55356 Crystal Bay, MN 55323-0066 <br /> September 17, 1998 <br /> Douglas & Martha Head <br /> 1616 22nd Street W. <br /> Minneapolis MN 55405 <br /> Dear Mr. & Mrs. Head; <br /> The Orono City Council has scheduled a public hearing at 7:00 p.m. Monday September 28th <br /> at the Orono City Council Chambers to receive public comments on the assessment project <br /> to provide sanitary sewer service to your property at 2090 Shoreline Drive. <br /> This property would be served by directional boring a sewer forcemain under the Arcola Channel <br /> to Minnetonka Beach. You would own and operate the residential grinder station. The estimated <br /> cost for this project is $54,000 and would be a fully assessed project. The annual cost for a 15- <br /> year assessment period at 6.5% will be approximately $5,300. <br /> The property consists of about four acres of land with approximately one acre of dry buildable <br /> land. The remainder of the property is below the Lake Minnetonka 100 year flood elevation. <br /> There are two existing houses on the property that are both currendy occupied during the summer <br /> months. Both houses are served by a well and septic system. The septic system is nonconforining <br /> to the 3-foot separation rule. The property does not contain any suitable septic system sites and <br /> would require a holding tank if not served by municipal sewer. There is also a small cabin in the <br /> northeast corner of the properry that does currently does not have sewer or water available. <br /> The two houses and the cabin are nonconforming to the current zoning regulations. One of the <br /> houses and the cabin are located within the flood zone. Current regulations require a minimum <br /> of two acres dry buildable land that is above the 931.5 flood elevation, and exclusive of wetlands, <br /> for a principal residence. Additional acreage is required for a guest house. The current <br /> regulations also do not allow for any structures or hardcover within 75 feet of the Lake <br /> Minnetonka shoreline.
