' <br /> I, It is unlawful for any persons to engage or participate in a business use without first having obtained an <br /> annual license from the city. <br /> (Ord. No such hearing shall be mandatory but wholly within the discretion of the <br /> council, except that a hearing shall be held at the request of the applicant in cases of license revocation or <br /> denial. <br /> (Ord.
