MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,October 22,2018 <br /> 7:00 o'clock p.m. <br /> There were no public comments regarding this item. <br /> Mayor Walsh closed the public hearing at 7:03 p.m. <br /> Printup moved, Crosby seconded,to adopt RESOLUTION NO. 6911,a Resolution for the <br /> Collection of Delinquent 2018 General Accounts Receivable,Water and Sewer Utility Charges, <br /> Recycling Program Fees,On-Site Sewage Treatment(Septic)Program,and Storm Water Charges. <br /> VOTE: Ayes 4,Nays 0. <br /> PUBLIC WORKS/CITY ENGINEER REPORT <br /> 8. NO PARKING RESOLUTION FOR STUBBS BAY AND BAYSIDE ROADS— <br /> RESOLUTION NO.6912 <br /> Edwards stated before the City Council tonight is a draft resolution for the posting of no boat trailer <br /> parking on Stubbs Bay. The area identified is south of the Bederwood Park parking lot down to the <br /> intersection of Bayside Road and then approximately 670 west of the intersection and 315 east of the <br /> intersection. <br /> Staff did reach out to the City's sister agencies regarding this item. Hennepin County held their safety <br /> committee meeting earlier today and discussed whether they will support this. It is Staffs belief that they <br /> will support it. If the resolution is approved tonight, a request will be submitted to the County to have it <br /> posted. The other agency Staff coordinated with was the DNR because they co-own the Bederwood Park <br /> parking lot with the City since it also services the Luce Line. The one stipulation of the DNR was that <br /> they were in favor of posting the parking lot as long as the signs specifically said no boat trailer parking <br /> rather than no trailer parking because there are some people who use trailers to transport bicycles to the <br /> Luce Line. <br /> Staff did send out letters to all the residents in the area and received one response,which was provided to <br /> the City Council. If the City Council approves the request tonight, Staff would specify the locations of <br /> the signs,but in general they have to be within 150 feet of each other and they need to be visible from one <br /> sign to the next in order for the police department to enforce the no parking. <br /> Walsh asked how this came about. <br /> Edwards indicated it came about as a request from Council Member Seals based on conversations with <br /> the neighbors. During the peak holidays in the summer,there were a number of vehicles and trailers <br /> parking along that section of Stubbs Bay Road. Edwards stated what is likely happening is that people <br /> will launch their boat at one of the other landings,find no parking,and because this dock is just to the <br /> south of that intersection,they park in this area and then have their party pick them up with the boat. The <br /> area noted with parked trailers was Stubbs Bay Road,but at the work session last month,the police chief <br /> recommended that it be extended into the Bederwood Park parking lot. <br /> Walsh noted the issue is that people with trailers are taking up all the parking in the area and then the <br /> people who want to fish from the dock have no place to park. <br /> Seals stated it is a pretty small parking area and that people who want to fish off the dock have no place to <br /> park. The neighbors noted over the summer that usually the boat trailers are parked there the majority of <br /> Page 2 of 6 <br />
