Mabusth: <br /> First of all , I would like to thank you for iche t�me you <br /> spent with me on the telephone on November 15, answering <br /> and directing my questions and concerns in the above matter. <br /> In the past thirteen weeks , you are the only person ico <br /> Iisten with concern and g�ve me logical sug�estions for solution. <br /> As you requested, I will at�empt to chronicle what has <br /> occured be�inning August 1, 1990, the date I moved into <br /> my home at 2780 Shadywood Roacl, Orono, Mn. <br /> Qn August 2, 1990, Helmers-Ryan Inc.Contractors began the <br /> replacemnt of my Lakesade windows , which we found out <br /> were dry-rotted. Along with replacement of tY�e windows, <br /> the bid included replacement of any rotten boards on the <br /> existing deck and replacement of a portiora of the cracked <br /> cedar shakes on my roof. As the contractors got into the <br /> deck port�.on of the bid, I was informed that the entire <br /> deck was rotton, inc]Luding the stairs and many of the support <br /> beams . At that time, Mr. Mike Ryan, Prsident of Helmers- <br /> Ryan gave me another quote �o replace the entire deck, <br /> except for the existing footings . I agreed to the bid, <br /> and instructed them to go ahead with the project. Unfortunately, <br /> I-Ielmers-Ryan Inc. filed for bankruptcy on August 18,before <br /> the project was completed, and no one has been able to <br /> locate an�one involved with the company. Two friends of <br /> mine, who are carpenters helped me finish the project . <br /> I ,nor the carpen�ers who helped me, even thought about <br /> a permit to finish replacement of the deck. I have since <br /> discussed this matter with them, and they told me that the <br /> contractors should taave taken out a permit, but s�.nce <br /> n� one can locate the contractors , I can' t even ask them <br /> why nothing was fi�ed. I also had to have a frien� of <br /> mine,who owns a roofing company, come in to rep�ace the <br /> �efective cedar sl�akes ,which were or�ginal�y supposed <br /> to be done by Helmers-Ryan. After weeks of frustration, <br /> sore muscles , and tiepletion of my bank account, I was <br /> fa.nally ready to enjoy my new home. <br /> Then, in Octob2r, I received a letter from Ly�e Oman, <br /> and the City of Orono, notifying me that a permit for <br /> a NEW deck and roof was never taken out for my property, and <br /> that I should fill out the enclosed forms , and apply <br /> for an after-the-fact permit.
