NIINUTES OF IHE <br />ORONO PARKS COMMISSION <br />Monday, September S, 2015 <br />6:30 o'clock p.m. <br />Meyers stated the event has been heavily advertised, with two articles already published in the paper as <br />well as signs and bikes up around town. <br />STAFF REPORTS <br />4. Lydiard Beach Fence <br />Edwards noted Lydiard Beach was categorized as a priority for this year, with one of the improvements <br />being replacement of the bollards that demark the beach area from the parking area. It was also <br />recommended that a barrier be created to mark the edge of the City property to dexter people from <br />inadvertently wandering near the steep channel wall on the east side of the park. The Parks Commission <br />had recommended a split rail fence be constructed along the boundary to delineate that. The fence <br />requires a variance since it is within 75 feet of the shoreline. <br />The Planning Commission recommended approval of the variance and then the application went before <br />the City Council. At the Council meeting, some of the local residents spoke and raised some concerns <br />regarding the fence and fishing. The City Council then referred the matter back to the Parks Commission. <br />Edwards stated there are three main items: One, what is the purpose of the fence; two, the fence material <br />type; and three, fence location. Edwards stated during the Council meeting, there was a debate over who <br />owned what and Staff was directed to obtain a survey of the property. Edwards indicated that survey has <br />been completed and it was determined that the little strip of land is actually owned by.the homeowner and <br />the metal wall belongs to the homeowners association. The City would be responsible for the wooden <br />wall. <br />Levang stated the homeowner did indicate that a number of people frequently fish off the wall, which <br />raises a concern with liability. <br />Meyers noted the City's rules for swim beaches say no fishing or boats and that it would be up to the <br />individual land owner to erect no trespassing signs or a fence to keep people out of there. <br />Edwards noted there is a chain link fence on the west side. <br />Berg stated if a chain link fence is put up on the east side, it will not be very visually appealing. <br />Meyers stated aesthetically a split rail fence would be better and help demark the two areas. <br />Brenda Johnson asked if this would be considered a'capital improvement. <br />Edwards stated in his view the project will not reach $5,000 and would not be considered a capital <br />improvement. The money would come out of the Parks budget for 2015. <br />Meyers stated the Parks Commission will be reviewing their budget later in the meeting to see how much <br />money is available. Meyers stated he is hopeful there is enough money available for the fence at Lydiard <br />and the signs for French Creek. <br />Berg asked how much the fence at Summit Beach cost. <br />Page 5 of 11 <br />
