MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Monday, April 16, 2018 <br />6:30 o'clock p.m. <br />Curtis indicated they are a modified state animal unit but slightly more restrictive. <br />Libby noted as it relates to the words in-kind, a certified fee appraiser often uses the words like kind, <br />meaning that it is something that is close, similar or identical as possible. Libby stated the word in-kind <br />does not have a definitive meaning to him and that perhaps Staff should consider revising that. <br />Thiesse stated currently the ordinance has top of the cornice of a flat roof or the deck line of a mansard <br />roof. Thiesse stated to him the deck line is the roofline and the mansard roof extends above that. Thiesse <br />asked if that is a correct reading of the language. <br />Barnhart stated that is not correct and that the deck line on the mansard roof is the top part. <br />Thiesse noted there are fake mansard roofs. Thiesse asked if they are measuring from the top of the <br />mansard roof. <br />Barnhart indicated that is correct. <br />Chair Thiesse opened the public hearing at 8:54 p.m. <br />There were no public comments regarding this application. <br />Chair Thiesse closed the public hearing at 8:54 p.m. <br />Landgraver noted it should read blood or marriage. <br />Barnhart indicated he will strike the word and. <br />Lemke asked if there is a definition for nursing home as opposed to senior housing. <br />Libby commented that is a very antiquated term. <br />Barnhart noted that is existing text and he is not proposing to change that. <br />Lemke stated it could be senior housing or retirement home, and that he would like to see it removed. <br />Barnhart noted the intent there is to quantify similar uses that aid in the understanding of the term nursing <br />home. <br />Lemke asked if a temporary unit would work. <br />Barnhart stated nursing home is a generic term and is fine to be used in this context. Barnhart stated he <br />would recommend keeping it in. <br />Libby asked whether the City Attorney has reviewed the definitions. <br />Barnhart indicated he has. <br />Ressler stated it seems the changes are in line with other cities and that he is supportive of the ordinance. <br />Page 20 of 21 <br />
