We offer the following observations, <br /> comments and recommendations for your consideration. <br /> 1. I reviewed the wetland boundary and buffer in the field on November 13, 2012 and agree with the <br /> wetland boundary and buffer area as marked. <br /> 2. The proposed construction has the potential to adversely impact the wetland which will trigger the <br /> wetland protection ordinance requirements. Therefore, the following should be considered: <br /> a. The west wetland is listed as a"Manage 2" wetland management class and the north wetland <br /> is listed as a``Manage 3" wetland management class in the MCWD's Functional Assessment <br /> of Wetlands inventory. A Manage 2 class requires a 25 foot buffer per City code and a <br /> Manage 3 requires a 15 foot buffer. The applicant is proposing a 25 foot buffer around all <br /> wetlands. <br /> b. The existing buffer area is an open wooded area predominated by Red Maples, with very little, <br /> if any undergrowth. A small percentage of reed canary grass, buckthorn and Canada thistle <br /> was observed inside portions of the buffer area. It is our recommendation that the applicant <br /> provide a vegetation plan which includes removal of the noxious and undesirable vegetation. <br /> c. Wetland Buffer markers should be placed at the upland boundary of the buffer edge located at <br /> lot lines and spaced a maximum 200 feet apart. <br /> d. A $2000 escrow should be submitted by the Owner to cover the cost of buffer establishment <br /> and management if not completed by the applicant. <br /> Please contact me if you have any questions or need additional information. <br /> S incerely, <br /> BOLTON & MENK, INC. <br /> Mark L.
