, , � , <br /> , ' � Page 2 of 2 <br /> Sec. 18-2.Obstructions. <br /> It is a misdemeanor for any person to place, deposit, display or offer for sale any fence, goods or <br /> other obstructions upon, over, across or under any street or private road without first having obtained a <br /> written permit from the city, and then only in compliance in all respects with the terms and conditions of <br /> such permit, and taking precautionary measures for the protection of the public. An electrical cord or <br /> device of any kind is included, but not by way of limitation, within the definition of an obstruction. <br /> Sec. 18-196. Required. <br /> It is a misdemeanor for any person, except a city employee acting within the course and scope of <br /> his employment or a contractor acting within the course and scope of a contract with the city, to make any <br /> excavation, opening or tunnel in, over, across or upon a public street or other public property without first <br /> having obtained a written permit from the city as provided in this division. <br /> (Code 1984, §6.15) <br /> Sec.78-966. Prohibition. <br /> (a) It is unlawful for any person to pertorm or have performed the following land alteration <br /> activities without a conditional use permit issued by the council: <br /> (1) Remove, fill, use for fill, dredge, store or excavate rock, sand, gravel, dirt or similar earth <br /> material within the limits of the city. <br /> (2) Fill or reclaim any land by depositing such material or by grading of existing land to <br /> elevate or alter the existing natural grade. <br /> (3) Build, alter or repair any seawall or retaining wall, or otherwise change the grade or shore <br /> of lakeshore property. <br /> (b) All land alterations involving filling and grading shall be performed only with clean fill as <br /> defined in section 78-1. Granting of such permits is subject to other regulations and prohibitions of this <br /> Code and other applicable statutes or ordinances of other governmental bodies. <br /> Sec. 78-1608. Standards. <br /> The following standards apply to all land within the wetland overlay districts, wetland buffer areas, <br /> and to neighboring lands: <br /> (1) Protection of wetlands and wetland buffer areas. <br /> c. Activities including, but not limited to, building (other than a boardwalk or dock), <br /> paving, mowing, vegetation removal, filling, dumping, yard waste disposal or <br /> fertilizer application are prohibited, except that certain such activities may be <br /> permitted when approved by the city as a buffer management plan. Invasive non- <br /> native vegetation, such as European buckthorn and noxious weeds, may be <br /> removed by obtaining a vegetation removal permit from the city. <br />
