Steps for Applying for a Land Use Application or Permit <br /> on a Property with a Wetland or Near a Wetland <br /> BEFORE APPLYING FOR A LAND USE APPLICATION OR PERMIT: <br /> 1. If you are uncertain if a wetland exists on or near the property or wish to determine the required buffer width, <br /> you may contact Planning staff at 952-249-4620 or email planninqCc�ci.orono.mn.us. You may also view maps <br /> online at www.ci.orono.mn.us (click Livin In or Workinq In and scroll down to Maps.) <br /> 2. If there is a wetland present, determine if your project meets the threshold for requiring a buffer. <br /> a. If your project doesn't meet the threshold but will possibly place buildings and structures within the buffer <br /> or buffer setback, contact Planning staff to determine if wetland delineation is required. <br /> b. If you project meets the threshold, you must obtain a wetland delineation. A wetland delineation must be <br /> done by certified wetland delineator. The City does not do delineations, nor does it recommend <br /> delineators. The Board of Water and Soil Resources (BWSR) maintains a list at their web site <br /> (http://www.bwsr.state.mn.us). Many Surveyors/Civil Engineering firms employ wetland delineators or <br /> have wetland delineators they work with. <br /> 3. Submit the wetland delineation to the Minnehaha Creek Watershed District (MCWD) for approval. The <br /> - delineator can provide information on this process. Please leave the delineation flags on the property until the <br /> project is complete. <br /> 4. Have the approved delineation mapped onto a survey of the property along with the required buffers and <br /> buffer setbacks and the proposed construction. The surveyor must also provide a metes and bounds legal <br /> description of the wetland and the buffer as well as a digital CAD or GIS file in Hennepin County Coordinates. <br /> 5. Submit two (2) copies each of the delineation report, the letter of acceptance from the MCWD, and copies of <br /> the survey (with the legal descriptions and digital file) to Planning staff along with a "Request for Wetland <br /> Buffer Evaluation" form. Planning staff will have the City's wetland consultant review the delineation and <br /> make a site visit to evaluate the current condition of the buffer. You will be provided with a copy of the <br /> consultanYs report. If improvements are required the report will indicate the amount of the escrow required to <br /> guarantee the improvements and their initial survival. <br /> 6. If buffer improvements are required, prepare a plan for the improvements for review by the City. See City <br /> Code Sections 78-1601 through 1614 for more information. <br /> AT THIS POINT YOU MAY APPLY FOR A LAND USE APPLICATION OR PERMIT. <br /> If improvements to the buffer are required, the additional required submittals are: <br /> a. Three(3) copies of the buffer improvement plan <br /> b. An additional copy of the survey <br /> c. Digital CAD or GIS file of the wetland edge and wetland buffer <br /> d. Escrow and escrow agreement <br /> e. Purchase wetland signage (see fee schedule).
