In your letter of February 10, 2014 you stated that <br /> you disagree with the city's assessment that a tower was constructed on your property. Orono Municipal <br /> Code Section 86-66, the International Residential Code Section R105.1 and the Minnesota State Building <br /> Code 1300.0120 (enclosed) require a permit to construct a structure and to erect and install an electrical <br /> system. The definition of a structure according to International Residential Code Section R202 is "that <br /> which is built or constructed". Therefore the city must require you to submit applications and submittals as <br /> required. <br /> Please obtain an electrical permit and complete the enclosed permit application along with construction <br /> plans before Thursday, March 6, 2014. If applications are not received the city may initiate legal action. <br /> After the fact fees may be applied. <br /> In addition, on February 10, 2014 you submitted a letter dated December 6, 2010. Attached to the letter <br /> was a check and a hand written note that said "Building Dept refiled appeal of decision". The city does <br /> not know the intent of these documents but if you want to appeal the city's decision to require a building <br /> permit then you will need to file an application with the MN Department of Labor and Industry State <br /> Appeals Board.
